1. Remove whole `FMT_USE_EXTERN_TEMPLATES` block
(trailing `FMT_UDL_TEMPLATE` block)

2. Delete `FMT_USE_EXTERN_TEMPLATES` condition, only condition, that trailing basic_data class template definition.
